TAX PAYERS REGISTER EXPANSION PROGRAM (TREP)

BACKGROUND

Tax Payer Register Expansion Program (TREP) is an initiative being implemented by four
collaborating agencies i.e. Kampala Capital City Authority (KCCA), Uganda Registration
Service Bureau (URSB), Uganda Revenue Authority (URA) and Ministry of Local
Government (MOLG) in order to formalize the informal sector businesses through
expansion of the tax payer data bases, simplifying tax administration processes for
improved compliance leading to increased revenue collection.

The program is premised on the need to attain a fully formalized economy in a competitive
business environment in Uganda with a mission of providing a conducive environment for
business formalization through efficient and simplified services. The program is hinged on
the TREP strategic plan 2020/2021 to 2024/2025 that highlights three key pillars of
collectively creating value and contribute to the realization of clean and open data in an
efficient effective and transparent manner.

One of the key policy pronouncements in the budget for FY 2015/16 were:-
1- To expand domestic taxes by stepping-up e- tax and IMSs to augment the capacity of Tax administration and improve taxpayer’s registration.
2- To enhance collaboration of the tax collection and business registration institutions.
In the FY 2013/14 & 2014/15, TREP I&II provided a feasibility study practical field environment whose outcomes and lessons learnt have formed the basis for documentation, design and activities of TREP.
