The Ministry of Local Government has officially launched the Simplified Computerized Accounting and Reporting Tool (SCART) in Mbarara City to strengthen accountability and improve financial management across Local Governments and Service Delivery Units.
Speaking during the launch, Assistant Commissioner District Inspection Silver Tindizirarira, representing the Permanent Secretary, Mr. Ben Kumumanya, said SCART was specifically developed to automate and streamline the tracking of public funds, ensuring that funds transferred to Local Governments, health facilities and schools are properly accounted for.
Tindizirarira said introducing a digital system requires more than installing software, noting that it calls for a deliberate shift in day-to-day operations and continuous efforts to build practical skills among users.
He said the Ministry is committed to supporting users as they adapt to the system and ensuring that SCART delivers the intended improvements in financial management and accountability.
He further noted 66 units have so far been enrolled on SCART and are using the system successfully, with the implementation already generating success stories from participating units.
As part of the rollout, the Ministry provided a laptop and router to support data entry and facilitate the use of the system. The Permanent Secretary emphasized that the equipment is strictly for official government business and should not be used for personal work.
The tool was developed through a close partnership between the Ministry of Local Government, Ministry of Education and Sports, Ministry of Finance, Planning and Economic Development, and Ministry of Health, bringing together efforts to strengthen financial management and reporting across government institutions.
The launch was attended by the Mbarara City Mayor, the City’s technical staff, representatives from the Ministry of Local Government and the consultant MILEY PLC engaged to train technical teams on the use of SCART.
