About the SpotLight Intiative
The Rural Development and Food Security in Northern Uganda (RUDSEC) project is a €28 million initiative funded by the German government (through KfW) and implemented in partnership with the Ugandan government. It aims to boost agricultural incomes and rural development by improving transport and market infrastructure.
The investments under RUDSEC will be strategic to contribute to enhancing the productivity and social well-being of the rural population. Regarding national policies, the project is in line with the Uganda Vision 2040 as well as the National Development Plan (NDP-II). The Parish Development Model (PDM) being implemented by Government strategically targets investments that improve incomes and welfare of the households. The RUDSEC project is expected to contribute to two PDM Pillars. Pillar 1: Production, Storage, Processing Marketing, and Pillar 2: Infrastructure and Economic Services. The project is also in line with further agriculture and transport-specific strategies, such as the National Agriculture Policy (2013), the Agricultural Sector Strategic Plan (ASSP 2015/16-2019/20), the National Local Economic Development Policy (2014), the Ugandan National Transport Master Plan (2009) and the District, Urban and Community Access Roads Improvement Plan (DUCARIP).
Project Objective
To unlock agricultural potential and increase smallholder farmers' income in Northern Uganda.
To rehabilitate and upgrade rural roads and market infrastructure to enhance accessibility, reduce transport costs, and increase trading capacities.

The project is being implemented over five years (2023 - 2028) in nine districts in the three sub-regions of Acholi, Lango and Teso in northern Uganda in the districts as clustered per sub-regio

Key infrastructure under RUDSEC
Road Infrasturcuture
Rehabilitation of Community Access Roads (CARs) and District Roads to all-weather standards.
Market Infrastructure:
Upgrading local agricultural markets to reduce post-harvest losses and improve trade.
