PUBLIC WARNING REGARDING FRAUDULENT SOLICITATION DOCUMENTS

The Ministry of Local Government has been made aware of a fraudulent document in circulation purporting to be from our Ministry. The fake document, which may bear reference “RE: RESPONSE TO YOUR EXPRESSION OF INTEREST – NATIONAL URBAN SURVEILLANCE CAMERA PROGRAM,” is entirely fabricated and did not originate from, nor is it endorsed by, the Ministry of Local Government or the Government of Uganda.

Key Details of the Fraudulent Document:

  • It is falsely dated 12 December 2025.
  • It inaccurately invites a company named “Aldesa Group” to a meeting.
  • It contains numerous grammatical errors, inconsistent dates (e.g., 27th December to 22nd December 2025), and logistical impossibilities (e.g., mentioning meetings in Canada).
  • It falsely claims the existence of a “Presidential Priority” project procured through “Single-Sourcing.”

The Ministry of Local Government hereby clarifies and states that:

  1. NO SUCH PROJECT under the described name or specifications exists within our Ministry’s mandate or budget.
  2. NO SUCH LETTER was issued by our Ministry or any authorized official. The signature of “Mr. Johnson Musinguzi” is forged in this context.
  3. All official government procurement, especially for projects of a strategic nature, follows transparent, competitive, and lawful procedures as stipulated by the Public Procurement and Disposal of Public Assets Authority (PPDA). The claimed “single-sourcing” arrangement for this fictitious project is a lie.

Public Advisory:

  • Treat any communication referencing this “National Urban Surveillance Camera Programme” as a SCAM.
  • Do not respond, transfer any funds, or share confidential company information.
  • Verify the authenticity of any official communication by contacting the Ministry directly through our verified and official channels only.
