Uganda and Germany have concluded their Government-to-Government (G2G) negotiations on development cooperation, culminating in a signing ceremony at the Ministry of Finance, Planning and Economic Development on 3 November 2026.
The agreement provides for €10 million towards the proposed SCALE Project and €3 million for PARWEST, representing significant opportunities to strengthen local economies, attract investment and promote inclusive development.
The Ministry of Local Government played a strategic role in the negotiations, with the Permanent Secretary, Mr Ben Kumumanya, leading the Ministry’s engagements, supported by Commissioners Mr Stephen Koma and Mr Anthony Namara. At the signing ceremony, the Permanent Secretary was represented by Mr Anthony Namara, Commissioner for Local Economic Development.
Building on the PRUDEV partnership with German Development Cooperation since 2018, MoLG continues to champion a shift in the role of Local Governments from conventional service delivery towards investment attraction, enterprise development and stronger local economic systems.
The partnership also reinforces efforts to expand economic opportunities for refugee-hosting and host communities, in line with Uganda’s inclusive development agenda and Tenfold Growth Strategy.
Through strategic partnerships and sustained engagement, MoLG continues to connect international development cooperation with local economic transformation and improved livelihoods.
