The Assistant Commissioner Human Resource at the Ministry of Local Government, Ms. Joan Natwenda, has taken Local Government Council trainers through recent Human Resource Management reforms aimed at improving efficiency and service delivery.
The reforms include decentralised payroll management for salaries and pensions, the Human Capital Management (HCM) system, Public Service Pension Reforms, the Balanced Scorecard (BSC), and the Electronic Document and Records Management System (EDRMS).
Natwenda said the reforms seek to reduce paperwork and unnecessary human contact, improve performance management, strengthen pension administration and speed up decision making across Government.
She emphasised the need for political leaders to respect established procedures for staff recruitment and promotion, noting that political interference in human resource management remains a concern in Local Governments.
Natwenda further tasked the trainers with equipping newly elected Local Government leaders with practical knowledge of the reforms during the upcoming induction programme, so they can effectively apply the systems and procedures in their respective councils.
The session was part of the ongoing Local Government Council Trainers Workshop in Masaka, preparing trainers to support the forthcoming induction of newly elected Local Government leaders.
