The Ministry of Local Government Hosts Validation Meeting on PDM Enterprises Production Costs and Market Prices

Mr. Charles Magumba, Commissioner for Urban Administration, represents the Permanent Secretary and officially opens the meeting to validate and update production costs and market prices of PDM Enterprises at Hotel Africana in Kampala. The gathering brings together District Production Officers from across the country, technical staff from the Ministry of Agriculture, Animal Industry and Fisheries, officers from the Ministry of Local Government, the PDM Secretariat, the Ministry of Trade, alongside other key stakeholders.

Mr. Magumba commended the participants for their ongoing role in the implementation of the PDM, noting that their technical input at the district level is the backbone of the programme’s success and that without their contribution, progress would not be possible.

Outlining the objectives, Mr. Kimbowa Emmanuel, Assistant Commissioner for the Policy and Planning Division, explained that “this information is not entirely new. We developed these costings before, but we were not conclusive. That is why we need you here now to review and update the costs. The ‘Kibalo’ was captured five years ago and it has expired, so we need to update it and help the farmers.”

This validation exercise is a critical step in ensuring transparency and accuracy in pricing, strengthening evidence-based decision making, and building trust across the supply chain for PDM Enterprises under the Parish Development Model. Over the course of the meeting, participants will break into group work sessions to review district-level data, followed by plenary discussions to harmonize findings and reach consensus on updated production costs and market prices.

The outcome will establish a standardized reference point to guide fair pricing, procurement, and future planning, while identifying gaps and inefficiencies in the current system. Participants are expected to contribute practical insights from the field and commit to recommendations that uphold accountability and support the sustainable growth and competitiveness of PDM Enterprises at the grassroots level, in line with Uganda’s Vision 2040 and decentralization agenda.
