Nansana Municipality has commenced the induction of its newly elected councilors under the Institutional Capacity Strengthening Grant, with support from the Greater Kampala Metropolitan Area Integrated Urban Development Program (GKMA-UDP). The induction is aimed at equipping the new leaders with the knowledge and skills necessary to effectively execute their responsibilities and improve service delivery to the residents of Nansana.
The induction ceremony was graced by the Minister of State for Local Government, who emphasized the importance of visionary leadership guided by the principles of Musevenomics. She encouraged the councilors to embrace the philosophy’s four guiding questions, commonly referred to as the “Four Ws”:
What is the problem in Nansana?
Where exactly is the problem?
When can the problem be handled?
Who is going to handle the problem?
The Minister noted that these questions provide a practical framework for identifying community challenges, planning interventions, and ensuring accountability in local governance.
She further urged the newly inducted leaders to apply the knowledge gained during the training to better understand the needs of the people they serve, while appreciating the roles and responsibilities of leaders at every level of government, from the municipality to H.E. the President.
The Minister also cautioned the councilors against overstepping their mandates, stressing the importance of focusing on their constitutional responsibilities rather than engaging in duties assigned to other offices. She emphasized that respecting institutional roles and working collaboratively would enhance efficiency and improve service delivery to the citizens of Uganda.
The induction forms part of ongoing efforts to strengthen institutional capacity within local governments, empowering elected leaders to provide responsive, accountable, and people-centered governance.
