The Ministry of Local Government has concluded the validation of the Local Government Council Induction Training Materials, marking a key milestone in preparations for the nation wide induction of newly elected local government leaders.
Speaking on behalf of the Permanent Secretary, Mr. Ben Kumumanya, the Under Secretary, Hajji Sewante M. Kaliphan, commended the collaborative efforts of government institutions and development partners in producing practical and relevant training materials that will equip newly elected leaders with the knowledge and skills to effectively perform their duties.
He noted that the development and review of the training materials, which began earlier this year, involved extensive consultations and technical input from the Ministry, local governments and development partners.
The validated materials include the Participants Manual, Trainers Manual and the Standard Rules of Procedure.
Hajji Sewante said the manuals cover key areas such as council procedures, legislative functions, human resource management, local economic development, the Parish Development Model, urbanisation and physical planning, leadership development, gender mainstreaming, and other cross-cutting issues aimed at strengthening local governance and improving service delivery.
He further appreciated the continued support of development partners, particularly VNG International, for supporting the development, review, updating and validation of the induction materials, and reaffirmed the Ministry’s commitment to working with partners to strengthen decentralisation and build responsive local leadership.
In his closing remarks, he announced that the next step will be the Training of Trainers programme to prepare facilitators who will conduct the induction.
