Ministry of Local Government Team Supports Rubirizi District in Strengthening Procurement and Performance Management

Rubirizi District –

A team from the Ministry of Local Government (MoLG), led by Assistant Commissioner for the Performance Improvement and Compliance Department (PICD), Mr. Johnson Musinguzi, is in Rubirizi District Local Government to provide technical support aimed at strengthening institutional performance and improving service delivery.

The engagement focuses on the implementation of Performance Improvement Plans (PIPs) for local governments in accordance with Section 105 of the Local Governments Act, Cap. 138. The initiative is intended to enhance the capacity of local governments to address performance gaps while promoting efficient and accountable management of public resources.

During the exercise, the Ministry team is coordinating and overseeing the provision of performance improvement support under the thematic area of Procurement and Contract Management. The technical support seeks to improve compliance with procurement laws and regulations, strengthen accountability and transparency in public procurement processes, and ensure that government projects deliver value for money.

Mr. Johnson Musinguzi emphasized the importance of adhering to established procurement procedures, noting that effective contract management plays a critical role in achieving quality service delivery and safeguarding public resources. He encouraged district officials to embrace the recommendations provided during the technical support exercise as part of ongoing efforts to improve governance and institutional performance.

The Ministry’s intervention is expected to help the district identify operational challenges, develop practical solutions, and build the capacity of staff responsible for procurement and contract management. By strengthening these systems, local governments can improve project implementation, enhance public confidence, and ensure that government investments translate into tangible benefits for communities.
