The Ministry of Local Government has rolled out a Simplified computerized Accounting and Reporting tool(SCART) to the two divisions of Hoima City.
SCART is a web-based financial management system developed to standardize accounting, budgeting, and financial reporting across lower local government and service delivery units.
Mr Onesmus Mulondo, Program Specialist, Local Government Public Finance Management Reforms(PFM) officially officially launched the tool on behalf of the Permanent Secretary, Ministry of Local Government, Ben Kumumanya.
Mr. Mulondo handed over 2 computer laptops and 2 routers to Peter Muhesi, the Principal treasurer, Hoima West Division and Emmanuel Mugabe, the principal treasurer for Hoima East division. The finance heads welcomed the system, acknowledging the challenges they have been facing in using the manual system of reporting.
The hand over of the equipment was also witnessed by Mr. Edward Lwanga, the Town Clerk of Hoima City.
The laptops will serve as the primary work station for financial data entry, while the router ensures stable internet access needed to sync reports with the central system in real time.
Micheal Twinomujuni, a Principal Finance Management specialist under public finance management Reforms (PFM), MoLG, explained that the system will be integrated with other already existing financial reporting systems such as IRAS and IFMS.
Owen Alfreds, the Principal Inspector at MoLG said that SCART is intended to eliminate delays in financial reporting, inconsistent record-keeping, and limited financial oversight.
He added that it will also eliminate inadequate transparency, increased risk errors, and weak monitoring and accountability.
Finance heads of the two divisions of Hoima East and Hoima West have welcomed the system acknowledging the challenges they have been facing using manual system of reporting.
Hoima City lower local government will see it’s implementation with the help of Miley PLC as the implementing partner from ministry of local government.
