The department is responsible for creation of local and national governance mechanisms, which promote a conducive economic and political environment for private sector investment, employment creation in local areas for improved household incomes and service delivery.
Additionally, the department supports development and implementation of community-based projects and infrastructure development.

a) Strengthening Local Governance for LED
1. To strengthen capacities of LGs for LED conceptualization, planning and budgeting, implementation and monitoring.
2. To create business enabling environment that facilitates business growth and increased investments
3. To strengthen capacities for resource mobilization for effective LED implementation
b) Promotion of Public Private Partnerships
1 To promote collaborative partnerships with the private sector for local economic development
c. Engaging Civil Society, Development Partners and MDAs on LED Promotion
1. To strengthen engagements with CSOs, Dev’t Partners and MDA’s for enhanced synergies including integration of crosscutting issues (gender, HIV/AIDS, environment, and the vulnerable groups) in the promotion of LED
D. Mindset Change (attitudes, buy-in/ownership and participation)
1. To empower families, communities and citizens to embrace and actively participate in LED
E. Efficiency in Coordinating LED Implementation
1. To enhance coordination and collaboration of actors in LED implementation, thus the National Secretariat for LED

1. Revitalizing Agro-Processing
Achievement: Monitored and supported the rehabilitation of 295 Agro-Processing Facilities (Maize Mills, Milk Coolers, Coffee Hullers, Rice Mills) across the country.
Result: 197 (69%) of these facilities are now operational, directly supporting agro-industrialization, job creation, and food security.
2. Skilling Youth & Operationalizing Industrial Hubs
Achievement: Mobilized, skilled, and graduated 4,484 learners (2,146 female, 2,338 male) in 19 Regional Presidential Skilling Hubs.
Result: Equipped youth with trades like carpentry, welding, and tailoring. Supported the formation of 176 SACCOs in Local Governments to provide graduates with access to startup finance.
3. Driving Local Economic Development (Agri-LED)
Achievement: Provided technical support to fast-track 52 catalytic Agri-Business projects in the Rwenzori sub-region.
Result: Successfully handed over 48 (92%) of these flagship projects to beneficiaries, boosting local agribusiness.
4. Promoting Public-Private Partnerships (PPPs)
Achievement: Disseminated PPP Guidelines to 63 Local Governments.
Result: Enabled several LGs to identify and develop bankable PPP projects, with concepts from Arua, Gulu, and Mpigi already approved.
5. Strengthening Local Economic Governance
Achievement: Trained and operationalized Local Economic Development and Investment Committees (LEDICs) in 63 Local Governments.
Result: These committees are now driving economic management, creating investment profiles, and developing bankable projects for their regions.
6. Building National Capacity
Achievement: Conducted nationwide training for 75 Local Governments on LED Policy/Strategy implementation and creating synergies with the Parish Development Model (PDM).
Result: Enhanced the capacity of LGs to develop local economic strategies and link parish enterprises to markets.
7. Major Infrastructure Delivery (NUDEIL Program)
Achievement: Successfully closed the Northern Uganda Development Infrastructure Enhanced Livelihoods (NUDEIL) Program, delivering:
72 New Classrooms, 60 Teachers' Houses, and 1,236 School Desks.
181 New and Rehabilitated Boreholes.
19.7 Km of Rehabilitated Roads and 1 New Bridge.
20,000+ Trees planted as a climate change mitigation measure.
