HON. BALAAM VISITS MUKO HEALTH CENTRE IV AND RUBANDA GENERAL HOSPITAL SITE, COMMENDS UPDF ENGINEERS BRIGADE UNDER GEN. MUHOOZI KAINERUGABA

Muko, Rubanda District — Hon. Balaam, has visited Muko Health Centre IV and the construction site of the Proposed Rubanda General Hospital, commending the Uganda People’s Defence Forces Engineers Brigade for quality work being done under the leadership of the Chief of Defence Forces, Gen. Muhoozi Kainerugaba.

The facility, supported by USAID Local Partner Health Services for Kigezi and Lango, offers free services 24 hours.

The facility serves over 100,000 people from Rubanda West and surrounding areas. It handles over 120 deliveries per month, with about 40 mothers requiring Caesarean section, a figure that has risen to 95 Caesarean deliveries per month by October 2026 due to increased demand.

The facility was handling overwhelming numbers with only 8 beds in the maternity ward, prompting Government to upgrade it.

From Muko Health Centre IV, Hon. Balaam proceeded to the construction site of the Proposed General Hospital, Rubanda District.

The project is valued at Shs 18.5 billion shillings and is being undertaken in line with President Yoweri Museveni’s directive of July 2021 that all construction projects in Government health institutions should be handled by the army to reduce delays and save money.

The hospital, expected to be upgraded from Muko Health Centre IV to a full General Hospital, will feature two fully equipped theatres, four patient wards, a mortuary, and six staff housing blocks. It will be the first General Hospital in Rubanda since the district was curved out of Kabale in 2016.

Hon. Balaam commended the UPDF Engineers Brigade for their discipline and commitment to national development.

“I want to applaud the UPDF for the construction work. This is what His Excellency President Museveni meant when he said the army should build our hospitals and schools. Under the leadership of Gen. Muhoozi Kainerugaba, the UPDF is showing that government money can deliver value for money without the delays of private contractors,” Hon. Balaam said.

He noted that unlike many projects where funds are released but work stalls, the Rubanda project was visibly progressing and will reduce pressure on Kabale Regional Referral Hospital and improve maternal and emergency care for hard-to-reach communities in Rubanda West.

He however warned health workers against extorting money from patients, saying all services at Muko are free, and urged them to improve customer care and discipline.
