MARACHA, Uganda — Hon. Balaam paid an impromptu visit to Koi primary school, and what he found on arrival prompted an immediate response from the minister.
According to information gathered at the school, the headmaster had sent pupils home ahead of the visit. Sources said this was due to fears that an on-the-spot headcount would reveal student numbers that did not match the enrollment figures on government record, figures on which capitation grants have been sent to the school over time.
Rather than make public accusations, Hon. Balaam said the priority was to establish the facts.
In a move aimed at getting clarity, the minister asked the headmaster to accompany him to the district headquarters. There, Hon. Balaam will convene a special meeting of the district council. The meeting will bring together MPs, ministry officials, district leaders, education officials, and security agencies under a directive from the President to expose and fight corruption.
