Hon. Barugahara Balaam Ateenyi has conducted a surprise night inspection at Budwale Health Center III as part of ongoing efforts to assess the quality of healthcare service delivery and ensure accountability in public health facilities.
During the visit, Hon. Balaam commended the government and relevant stakeholders for the impressive infrastructure at the health center, noting that the facility was well constructed and has the potential to provide quality healthcare services to the surrounding community.
However, despite the satisfactory state of the infrastructure, the inspection exposed serious concerns regarding staffing and service delivery. Residents who spoke to Hon. Balaam expressed frustration over the persistent absence of medical personnel, claiming that healthcare workers are rarely found at the facility, even during hours when they are expected to be on duty.
According to community members, in some emergency situations when no qualified health worker is present, the individual responsible for slashing the compound has reportedly been forced to provide basic first aid, including inserting intravenous cannulas to patients in urgent need of medical attention. The allegations highlight the desperate circumstances faced by residents seeking healthcare services.
Hon. Balaam also reviewed the staff duty roster and attendance records during the inspection. Preliminary findings revealed discrepancies between the official work schedule and the actual presence of staff at the facility. Notably, two doctors listed as being on duty were reportedly absent from the health center at the time of the visit.



The findings have raised concerns about possible absenteeism and the management of public health resources. Hon. Balaam indicated that these issues warrant further scrutiny to establish accountability and ensure that the community receives the healthcare services it deserves.
Working alongside the Anti-Corruption Unit, Hon. Balaam has initiated further investigations into the matter. Authorities are expected to examine attendance records, staffing arrangements, and any potential abuse of public resources linked to the facility.
