Serere District, 21 July 2026 – The Government of Uganda has officially launched the construction of more than 41 kilometres of Community Access Roads under the Rural Development and Food Security (RUDSEC) Project, reaffirming its commitment to improving rural infrastructure and accelerating socio-economic transformation in Northern Uganda.
Speaking during the launch in Serere District, the Minister of State for Local Government, Hon. Justine Nameere Nsubuga, said the road project demonstrates Government’s continued investment in improving livelihoods by connecting farming communities to markets, reducing transport costs, and strengthening food security.
The Minister noted that the €32.1 million RUDSEC Project, implemented with support from the German Government through KfW Development Bank, is aligned with the Parish Development Model (PDM), particularly its focus on production, value addition, marketing, and infrastructure development.
“Our goal is to unlock the vast agricultural potential of this region, reduce post-harvest losses, lower transport costs, and connect our farmers to profitable markets. These roads are a key investment in wealth creation and rural transformation,” Hon. Nameere said.
The project will cover three road sections across the Teso Sub-region, namely:
Lot 9: Serere–Upper Shops–Akobol and Kamod–Otimong–Akobi (14.9 km) in Serere District;
Lot 8: Atirir–Orungo Border (13.5 km) in Soroti District; and
Lot 7: Ochero–Bugoi (12.8 km) in Kaberamaido District.
Hon. Nameere emphasized that the roads will improve access to health facilities, schools, and markets while facilitating the movement of agricultural produce, thereby supporting economic growth in the region.
Addressing contractors and supervising engineers, the Minister called for timely delivery and strict adherence to quality standards, warning that Government would not tolerate delays, poor workmanship, or corruption in project implementation.
“We are paying for high-quality, climate-resilient roads. Any contractor who delivers substandard work or attempts to cut corners will face contract termination and blacklisting,” she warned.
The Minister also challenged Resident District Commissioners, District Chairpersons, Chief Administrative Officers, and technical teams to closely monitor project implementation to ensure value for money and accountability.
She further appealed to local communities to protect the infrastructure, cooperate with contractors, and take advantage of employment opportunities created during construction.
Hon. Nameere expressed appreciation to the German Government and KfW Development Bank for their continued partnership with the Government of Uganda in supporting rural infrastructure development.
She said the successful implementation of the project would strengthen agricultural productivity, improve access to essential services, and contribute to sustainable economic development in the Teso Sub-region.
The Minister subsequently declared the construction works officially launched, urging all stakeholders to ensure that the roads are completed on schedule and to the required standards for the benefit of the communities they are intended to serve.
