The Ministry of Local Government is currently hosting a high-level donor engagement at Gulu-Acholi Inn, bringing together Ministry of Finance Planning and Economic Development , Office of the Prime Minister, National Planning Authority, Ministry of Water and Environment
Senior Officers from Ministry of Local Government and Donors supporting LoCAL Facility ( Denmark, Ireland, Belgium and European Union) to discuss strategic measures for scaling up the Local Climate Adaptive Living (LoCAL) Facility in Uganda.
The meeting is also providing an opportunity to receive feedback from recent LoCAL field activities as the Ministry prepares for the activity in Amuru District, including the launch of the Piped Water Scheme in Pawel Langete Rural Growth Centre and the official launch of the LoCAL Denmark Window
The session is being chaired by the Commissioner for Urban Inspection, Mr. Andrew Otim Kibwota, on behalf of the Permanent Secretary, Ben Kumumanya.
In his remarks, the Permanent Secretary underscored the growing impact of climate change on communities, livelihoods and infrastructure, noting that Government is prioritising climate adaptation within the decentralised governance system. He called for stronger partnerships and predictable financing to expand climate-resilient investments across local governments, while also exploring opportunities to mainstream the LoCAL approach into existing government financing mechanisms.
“LoCAL has offered a proven mechanism to channel climate finance directly to local governments, empowering them to design and implement solutions tailored to their vulnerabilities. We now need to mobilise the resources and innovations required to take this approach to scale.” PS Ben Kumumanya
In addition the engagement is reflecting on progress, share field experiences and explore financial, technical and innovative financing opportunities to strengthen Uganda’s locally led climate adaptation efforts.
