Commissioner for District Inspection, Mr. Idha Stephen Koma, representing the Permanent Secretary, Ben Kumumanya, officially opens the Review Workshop on the LG Compliance Inspection Manual

The Commissioner for District Inspection, Mr. Koma Stephen officially opened a three-day workshop to review the Local Government Compliance Inspection Manual and integrate SAY Plus+ and Teenage Pregnancy Surveillance, Response and Accountability Plan (TP-SRAP) indicators at Golf Lane Hotel, Masaka.

In his remarks, Mr. Koma highlighted the Ministry of Local Government’s mandate to guide, inspect, monitor, and support Local Governments in promoting good governance, accountability, and effective service delivery. He noted that while the current Compliance Inspection Manual has traditionally focused on areas such as planning, budgeting, administration, and service delivery, emerging challenges in Sexual and Reproductive Health Rights (SRHR), Gender-Based Violence (GBV), and teenage pregnancy require deliberate attention within the inspection framework.

He emphasized that these issues are no longer peripheral concerns but critical development priorities that must be measured, monitored, and managed through the Local Government inspection system.

“If we measure it, Local Governments will prioritize it. If we prioritize it, we will keep more girls in school, reduce Gender-Based Violence, and improve outcomes for children and families,” he noted.

The Commissioner further called upon participants from Government Ministries, Departments and Agencies, Local Governments, and development partners to actively contribute to the review process and ensure that the proposed indicators are practical, measurable, and aligned with existing planning and reporting frameworks.

The workshop, supported by UNFPA under the SAY Plus+ Programme, will review and validate indicators aimed at strengthening accountability and improving adolescent and youth development outcomes across Local Governments.

Mr. Koma Stephen officially declared the workshop open and wished participants fruitful deliberations.
