MoLG Reviews Trade Order Enforcement and Market Management Across Cities and Municipalities

The Ministry of Local Government has reviewed progress in enforcing the Trade Order Directive and the status of markets across the country, bringing together Town Clerks from all cities and municipalities to address challenges affecting market operations, compliance and orderly trade.

The meeting, chaired by the Ministry’s Permanent Secretary, Mr Ben Kumumanya, highlighted concerns over continued existence of Land lords in the markets, street vending, which depicts non compliance with the Markets Act, 2023.

Mr Kumumanya ephasised the responsibility of Town Clerks to ensure that market spaces are allocated to the intended beneficiaries through proper verification, registration and the signing of tenancy contracts. He also called for consistent enforcement of the Trade Order Guidelines and the President’s directives to promote orderly trading in towns and cities.

The Discussions further addressed challenges affecting market operations, including poorly designed market facilities that may discourage vendors from occupying designated spaces and contribute to the recurrence of street vending. Participants also examined the management of markets, parking user fees and the need to strengthen local revenue mobilisation to support service delivery.

Waste management, particularly the handling of solid waste, was another key concern. The meeting also raised issues surrounding individuals who reportedly present themselves as landlords within markets, creating conflicts and obstructing access to spaces intended for eligible market vendors.

The meeting underscored the importance of stronger enforcement, improved market infrastructure and better coordination among local governments to ensure that markets serve their intended purpose, trading activities are conducted in an orderly manner, and local revenue is effectively mobilised.
