BULIISA – Hon. Balaam, has visited Kihungya Seed School in Buliisa District as part of the ongoing Anti-Corruption and Service Delivery monitoring tour in Bunyoro.
The school has an enrollment of 424 students. According to findings on the ground, the school has 29 staff on government payroll including 24 teachers on government, while 4 teachers are not on government payroll. Learners pay Shs 50,000 for lunch at school, while the school received Shs 18 million in Capitation Grant.
The Minister found out that the project started in 2021 and the work is at 80% completion, but the money spent is more than what should have been spent. The contractor for the school is CMD Investment, who contracted the project at Shs 3.7 Billion, but as of now only Shs 70 million is reported to be remaining on the account.
Hon. Balaam expressed concern over absenteeism and financial mismanagement at the school. The Minister was informed that the Accountant of the school is never on duty and only reports when money is deposited on the school’s account.
The Minister has ordered that the Headteacher and the Bursar of the school should be arrested and interdicted. The Bursar is identified as Mr. Anatoli Muhumuza, who is also reported to be serving as Bursar at Green Starts Shoots Secondary School.
The inspection also established that the school has no lightning conductor, posing a serious safety risk to learners and teachers.
In a related land matter in Buliisa District, Mr. Robert Kanyega was alleged to be grabbing land in connivance with Budongo Sawmill. The land in question is said to belong to the Banyoro community.
The Minister has directed the State House Anti-Corruption Unit (SHACU) and district authorities to investigate both the school management and the land grabbing allegations.
