Luwero: PS Kumumanya Calls for Accountability as Local Government Induction Begins

The Permanent Secretary, Ministry of Local Government, Mr. Ben Kumumanya, has called on newly elected local government leaders to strengthen accountability, fight corruption and ensure public resources translate into tangible services for communities.

Kumumanya made the remarks in Luwero District , where he addressed leaders attending the first day of the 2026 Induction of Local Government Councils.

Speaking to the leaders, PS Kumumanya tasked councillors with taking an active role in monitoring government programmes, budgets and projects instead of leaving oversight entirely to technical officers.

“You are responsible for the budget and you are responsible for execution,” he said, emphasising the need for leaders to understand allocations for roads, schools and other services and follow up on their implementation.

Kumumanya cited road maintenance as an example, saying leaders should demand explanations where funds and equipment are available but services are not delivered.

“If the money is there and the machines are there, and the roads are not being done, then somebody must explain,” he said.

He also reminded leaders that they remain accountable for decisions made while in office and urged them to safeguard public resources while working closely with technical teams to improve service delivery.

During his Supervision in Luwero, Mr. Kumumanya also inspected the district’s Administration Block, which is currently under construction.

The induction is being conducted under the theme “Enhancing Capacities of Local Government Leaders for Efficient and Effective Service Delivery” and is being rolled out across 35 local governments.

Funded by the Government of Uganda, the programme aims to equip newly elected local government leaders with the knowledge, skills and tools required to effectively perform their constitutional and statutory responsibilities.
