MASINDI – The Permanent Secretary, Ministry of Local Government, has called on newly elected Local Government leaders to uphold accountability, integrity and democratic governance as they take on the responsibility of serving their communities.
The PS made the remarks at the official launch of the 2026 Induction of Local Government Councils at Country Inn Hotel, Masindi District, where the programme was launched by the Minister for Local Government, Hon. Balaam Barugahara Ateenyi.
Drawing on the Constitution, the PS reminded leaders that public office is held in trust for the people and that those entrusted with leadership must remain answerable for their decisions and use of public resources.
He particularly highlighted Article 164, which provides for accountability for losses arising from the improper use of public funds, noting that responsibility for such losses can remain even after a person leaves office.
The PS also emphasised the constitutional principles of decentralisation, which devolve functions, powers and responsibilities to Local Governments to strengthen people’s participation, democratic control and effective service delivery.
He urged leaders to work together with technical officers, monitor government programmes within their jurisdictions and ensure that public resources are directed towards improving the lives of citizens.
He further reminded public officers that the Constitution protects those who faithfully execute their duties, reinforcing the need for leaders to promote a culture of professionalism, fairness and respect for the rule of law.
The induction programme is intended to equip the newly elected leaders with the knowledge and skills required to effectively execute their constitutional and statutory responsibilities at the local government level.
