PALLISA – The Ministry of Local Government’s nationwide anti-corruption campaign headed by Minister Hon. Barugahara Balaam Ateenyi today camped in Pallisa District, where a charged meeting at the District Hall exposed years of ghost projects, missing government assets and misappropriation of funds meant for the most vulnerable.
Hon. Balaam said President Museveni’s directive is clear – no more hiding of corruption in local governments and Pallisa must account for every shilling. The Parish Development Model, Emyooga and service delivery funds are not for individuals,” Hon. Balaam told residents, CAOs, sub-county chiefs and security teams at Pallisa District Hall today.
Here are the major cases that dominated today’s Pallisa Baraza – from the official 11-page police and audit brief presented to the Minister:
- MISSING WATER QUALITY TESTING KIT – Since 2001
Pallisa District received a bacteriological water quality testing kit on 28.07.2001 for periodical testing of all installed water facilities. The kit has since gone missing due to poor management in the Water Department. It is alleged that Mr. Gadala Lancey did not hand over the asset upon his transfer to Butebo District. Only the storage box and power adapter remained. The case was registered in June and is still open. - UGX 149 MILLION NRM PWDs MOBILIZATION FUNDS – January 2026 Elections
NRM office sent UGX 149,000,000 for transporting Persons with Disabilities (PWDs) to polling stations for the Presidential and Member of Parliament elections on 15th January 2026. The money never reached the beneficiaries. The case has been under police inquiry since May 2026. - OBUTET SUB COUNTY – Three Officials Face Misappropriation Charges
Former Senior Assistant Chief Administrative Officer SACAO Aseuk Martin, Speaker Francis Mooka and Accountant Adegel Geofrey are under General Inquiry File for:
- UGX 4,994,400 meant for opening Agurur – Opoi road
- UGX 12,000,000 meant for construction of Daraja latrine – FY 2024/25 budget, diverted in FY 2025/26
- UGX 3,836,879 meant for surveying sub-county land in Obutet Parish
- OLOK SUB COUNTY ACCOUNTANT ARRESTED
Sub County Accountant Kinya Joseph was arrested under GF: 055/2026 for embezzlement of UGX 2,900,000 meant for opening community access road Okwii – Kadegerwa – Ngalwe. The case was reported by Olok SACAO Zabona Twaha and Naula Irene after the accountant failed to provide clear accountability. He was handed to CPS, statements recorded and released on police bond.
Today in Pallisa with Hon. Balaam – Other Highlights:
- The Minister arrived in Pallisa this morning and was received by the RDC, LCV Chairperson, CAO and District Security Team before proceeding to the District Hall.
- Residents presented over 50 fresh complaints on illegal charges at health facilities, shoddy PDM demonstration farms, and extortion of PDM and Emyooga beneficiaries.
- Hon. Balaam ordered immediate verification of all PDM SACCOs in Pallisa and directed the CAO to produce accountability for the water kit and PWDs funds within 7 days.
Hon. Balaam warned that arrests will continue: “We are not here for speeches. If you ate the money for the disabled, for water, for roads – you will bring it back or go to jail.”
