The Ministry of Local Government through the Department of Local Council Development has held a pre-departure meeting for team leaders ahead of the local government induction exercise scheduled to start on October 5.
The meeting, chaired by the Commissioner for Local Council Development, Swizin Kinga Mugyema, focused on preparing team leaders for their roles in coordinating the induction and ensuring consistent delivery of the Ministry’s message.
Mugyema urged the team leaders to prepare for a wide range of questions from participants, noting that discussions may go beyond the specific topics covered in the induction programme. “When we get out there, we don’t only get questions relating to councillors. People will ask you, as a Ministry, about teachers and engineers, about service delivery and how we expect local governments to deliver services. Be prepared to answer such questions,” Mugyema said.
He has encouraged the teams to remain updated and prepared to respond to questions raised by participants or refer them to the appropriate Ministry officials where necessary.
Commisioner Mugyema also reminded the team leaders to expect visits from supervisors, development partners and other stakeholders who may assess the progress of the induction. “It is an opportunity for you to exhibit your best, to advise and contribute to your country. You have a patriotic responsibility to prepare those leaders to be able to serve the citizens of this country,” he said.
During the meeting, Mr. Eugene Gerald Ssemakula the Country Director for
AMICAALL a team leader for Wakiso Local Government who led an induction exercise last week, shared his experience with the incoming teams.
Ssemakula encouraged the team leaders to understand the underlying issues affecting councillors in each local government and use that understanding to shape their presentations.
He said facilitators should align their presentations with the concerns and realities of the councillors, allowing them to tailor the discussions to the local environment and make the induction more relevant to participants.
The team leaders were also reminded to coordinate facilitators, monitor the quality and progress of the training, ensure all planned modules are covered.
