The Parish Development Model (PDM) Secretariat under the Ministry of Local Government is convening a one day national stakeholder workshop at the National ICT Innovation Hub, Nakawa, Kampala, to validate the PDM Results Framework a key tool that will guide the measurement, monitoring and reporting of the programme’s performance and impact.
The PDM is Government’s flagship strategy for accelerating socio economic transformation by improving household incomes and the welfare of Ugandans through coordinated service delivery at the parish level.
The validation brings together representatives from the seven PDM pillars, alongside key oversight and coordination institutions, including the Office of the Prime Minister, Office of the President/Economic Monitoring, RDC Secretariat and other government stakeholders.
The workshop seeks to review and refine the draft Results Framework, including its indicators, targets and logical framework; align it with the NDP III and NDP IV strategic objectives; and establish clear performance indices at parish, sub-county, district and national levels.
According to the Deputy National Coordinator, PDM Secretariat, Hon. Bonnie Kiconco Mutuggi Kashaija, the workshop marks an important stage towards completing a framework that will provide a common basis for all stakeholders involved in implementing and overseeing the PDM. “We are here to validate, clean and input, so that this becomes a document that is collectively accepted and collectively owned by all government agencies and departments that have a key role in the implementation, oversight and general success of the PDM.”
The framework will also support the operationalisation of the Monitoring and Evaluation (M&E) module of the PDMIS, enabling seamless data capture, analysis and reporting, while strengthening evidence based planning and decision making.
The National Coordinator, PDM Secretariat, Hon. Denis Galabuzi Ssozi, said the validation process is intended to establish a unified system through which PDM performance can be consistently tracked and reported across all levels of implementation.
The workshop is further expected to clarify stakeholder roles in data collection, reporting and utilisation of results, while developing a clear roadmap for operationalising the framework, including timelines, responsibilities and capacity-building needs.
By the end of the engagement, stakeholders are expected to reach consensus on the indicators, targets and M&E mechanisms across the seven pillars, strengthen ownership of the Results Framework and enhance accountability and transparency in tracking PDM performance and the utilisation of public resources.
The process lays an important foundation for integrating the Results Framework into the PDMIS and strengthening the reporting of PDM progress through the Government Annual Performance Report (GAPR).
