NAMAYINGO – Hon. Barugahara Balaam has today hosted a public anti-corruption baraza in Namayingo, where damning reports on illegal medical charges, shoddy government projects, and extortion of Emyooga and PDM funds were presented.
Illegal Charges at Buyinja Health Center IV
The baraza heard that medical personnel in the maternity wing at Buyinja Health Center IV are allegedly charging pregnant mothers between 100,000/= and 300,000/= for caesarean sections.
Five health workers were named in the confidential report. The District Service Commission has shared the information with the CAO and DHO, warning the officers to stop or risk losing their jobs.
Shoddy Road and Health Projects Worth Millions
A status report for FY 2025/2026 exposed shoddy work on five projects:
Four roads in Buhemba, Bukana, Lolwe and Buswale sub-counties worth between 79M and 200M were found with poor murram washed away by rain, unpoured sections, missing culverts and unopened drainage channels. One road was 6.1km instead of the contracted 7km.
The co-funding of Lugala HCII OPD second phase worth 257.4M was also incomplete, with no paint, no window glasses, no floor cement or tiles, and no veranda.
Emyooga Funds Extortion
The baraza was told that a coordinator attached to the office of the RDC in Namayingo South allegedly collected 4.6M shillings from Emyooga SACCO leaders, promising to help them receive funds. SACCOs for PWDs, veterans, carpenters, mechanics and artists each paid between 800,000/= and 1,000,000/=.
The coordinator has been handed over to Namayingo Central Police for further investigation.
Failed Water Project Leaves Community Thirsty
The 237.7M Buyombo Mini-Piped Water Project, launched in June 2022 to serve six villages, was abandoned after one month despite being installed. The community’s original borehole was removed, leaving residents without water.
PDM Corruption Cases Stall
Three extortion cases affecting the Parish Development Model remain unresolved, including a CDO who allegedly extorted 10M from beneficiaries in Lolwe Sub County. Police cited lack of facilitation, transport, and connivance between investigators and suspects as reasons for delays.
