The Ministry of Local Government is rolling out the Simplified Computerised Accounting and Reporting Tool (SCART) in all the 12 cities across the country, with Gulu City among the latest Local Governments to embrace the digital financial management system.
In Gulu City, SCART is going to be implemented in Laroo-Pece and Bardege-Layibi Divisions, covering Lower Local Governments and service delivery units, including schools and health facilities.
This web-based system is designed to strengthen financial transparency, accountability and reporting by improving the tracking of public funds, revenues and expenditure while reducing reliance on fragmented manual processes.
Speaking at the rollout, Deputy City Town Clerk, Ms. Isabella Ndahura, welcomed the system and urged staff to embrace the transition, understand how it works and make the most of the training and technical support provided.
Representing the Permanent Secretary, Principal Inspector at the Ministry of Local Government, Ismail Ahmad, said SCART will strengthen supervision and monitoring, provide greater visibility of financial activities and support faster, informed decision-making.
The Ministry has also provided laptops and routers to targeted Local Governments and service units to support implementation and connectivity.
SCART is part of Government’s wider digital transformation agenda to strengthen financial management and improve accountability at the grassroots.
