Residents of Kakunyu Parish in Bukoto Sub-County have raised concerns over alleged extortion, corruption and irregularities in the implementation of the Parish Development Model (PDM), during an open community Baraza held by the Minister of State for Local Government, Hon. Justine Nameere Nsubuga.
The Baraza gave community members an opportunity to directly engage the Minister and highlight challenges affecting the implementation of PDM, with several beneficiaries alleging that some SACCO leaders demand money from beneficiaries in order to access or benefit from the programme.
Residents also raised concerns over alleged corruption in the identification and selection of PDM beneficiaries, calling for greater transparency in the management and distribution of the Government funds.
Hon. Nameere listened to the concerns and called for accountability in the management of PDM funds, emphasising that Government resources should benefit the intended households and contribute to improving incomes and livelihoods.
Concerns were further raised over beneficiary records in Kakunyu Parish, where reports indicated that more than one person from the same household had received PDM funds. Among the cases highlighted were instances involving spouses, including husbands and wives, who were both listed as beneficiaries.
The Minister stressed the need for Parish SACCO leadership to uphold transparency and ensure that beneficiary selection is conducted in accordance with the established PDM guidelines, without favouritism, extortion or other practices that could undermine the programme.
Hon. Nameere encouraged community members to remain vigilant and report cases of corruption, extortion and other irregularities, noting that community feedback is critical in strengthening accountability and ensuring that Government programmes achieve their intended purpose.
The engagement in Kakunyu Parish forms part of the Minister’s efforts to obtain first-hand feedback from communities on the implementation of Government programmes and identify challenges requiring follow up to improve service delivery.
