PDM Secretariat Tasks Trainers with Strengthening Local Leadership Role in Implementing PDM

Officers from the Parish Development Model (PDM) Secretariat have tasked Local Government Council trainers with equipping Local Council leaders with practical knowledge to strengthen beneficiary selection, community mobilisation and the implementation of PDM at the grassroots.

Speaking during the Training of Trainers workshop in Masaka, the officers said effective implementation of PDM depended largely on how well local leaders understood and performed their responsibilities in their communities.

They highlighted beneficiary identification and selection as a critical starting points , noting that proper community participation would help ensure that PDM support reached the intended households.

Mr. Robert Sendegeya, a member of the PDM Secretariat, said local leaders at the grassroots are closer to the people and therefore have an important role in guiding communities to identify the right beneficiaries and ensuring that the revolving fund continues to benefit all eligible beneficiaries.

Sendegeya also explained that all adults aged 18 years and above are expected to belong to an Enterprise Group and subsequently become members of PDM SACCOs, in line with guidance from H.E. Yoweri Kaguta Museveni.

The officers further guided that community members should be invited to village meetings to participate in the selection of beneficiaries. The meetings should involve key officials, including the Resident District Commissioner (RDC), District Internal Security Officer (DISO), Operation Wealth Creation (OWC), Sub-county Councillor, Parish Development Committee (PDC) and LC1 Chairperson.
