Mugyema Calls on Trainers to Prepare Local Leaders for Quality Leadership

The Commissioner for Local Councils Research and Development department, Swizin Mugyema Kinga has called on trainers preparing to conduct the induction of newly elected Local Government Councils to equip themselves with broad knowledge, teamwork and a positive mindset to effectively deliver the programme.

Speaking at the workshop of the Training of Trainers in Masaka, Mugyema said the trainers will represent the Ministry of Local Government and Government when they take the induction programme to local governments, encouraging them to approach the assignment with professionalism and commitment.

He asked the trainers to look beyond their individual areas of expertise, saying they should be prepared to respond to questions on various aspects of local governance, including decentralisation, democracy, representation and the legal framework governing local governments.

Mugyema also encouraged the trainers to help local government leaders appreciate the constitutional and democratic processes through which they were elected, noting that trainers should focus on strengthening the institutions of local government rather than judging leaders based on personal perceptions.

He further emphasized that the induction is intended to provide local government leaders with the knowledge, skills and tools required to deliver quality leadership and improve service delivery, stressing that effective leadership requires deliberate preparation and capacity building.
