The Ministry of Local Government (MOLG) referred to as the “Employer” is the implementing
agency for the Rural Development and Food Security in Northern Uganda (RUDSEC) project and
intends to engage Contractors for which this Invitation to Bid is issued. KfW provides financing for
the project; any payments are subject to the underlying financing arrangements and no party other
than the Employer shall derive any rights from or have any claims to the proceeds of it.
The scope of works generally entails undertaking of road rehabilitation works and construction of
bridges on selected district and community access roads in four districts of Agago, Lamwo, Pader,
and Kaberamaido under the Rural Development and Food Security (RUDSEC) Project in Northern
Uganda. The general Scope of Works for each of the Contract Lots shall entail but may not be
limited to the following:
1) Preliminary work items and Contractor’s general obligations.
2) General site clearance and removal of topsoil.
3) Opening some new road sections and realignment works.
4) Earthworks involving common, swamp and rock excavation including widening.
5) Cross fills construction and cart to spoil excess excavated materials.
6) Road formation and shaping by heavy grading.
7) Light grading of sections in good condition.
8) Excavation for mitres/offshoots and catch-water drains.
9) Excavation of side drains in both soft and hard material.
10) Replacement and installation of new culverts including end structures.
11) Raising low sections by construction of fills.
12) Swamp raising at some sections of the road.
13) Full gravelling of the entire length of the road.
14) Construction of box culverts
15) Construction of bridges in Pader and Lamwo Districts under Lots 11&13
16) Implementation of Environmental and social safeguards
