The Honourable Minister of Public Service, Gen. Katumba Wamala, has called for stronger collaboration among government institutions to eliminate corruption and improve service delivery, stressing that the fight against graft is a shared responsibility that requires the commitment of all public servants, leaders and citizens, not just the Ministry of Local Government.
Gen. Katumba outlined a series of reforms being implemented by the Ministry of Public Service, including the integration of recruitment and payroll management into the Human Capital Management System, closer collaboration with the National Identification and Registration Authority (NIRA) to curb payroll fraud, and stricter oversight of recruitment processes.
He also directed all districts to constitute functional District Service Commissions, stressing that officers involved in bribery, irregular recruitment and payroll manipulation would face disciplinary action and prosecution.
He further asked the local government leaders to explain to the public servants that salaries are being enhanced in a phased manner. As government is working on salary enhancement, it still has to work on the roads, the health centres, schools and provide other services.
In his concluding remarks, the Minister further commended the Ministry of Local Government for taking the lead in confronting corruption and pledged the full support of the Ministry of Public Service in strengthening accountability, transparency and effective service delivery across local governments.
