The Permanent Secretary of the Ministry of Local Government, Ben Kumumanya has commended the outgoing Minister, Hon. Raphael Magyezi, and the State Minister, Hon. Victoria Businge Rusoke for their leadership and contribution to strengthening decentralisation and local service delivery over the past five years.
Speaking during the handover ceremony, Kumumanya welcomed the incoming Minister Hon. Balaam Barugahara Ateenyi and State Minister Hon. Nameere Justine Nsubuga assuring them of the Ministry’s full technical support.
He highlighted key achievements registered during the outgoing ministers’ tenure including the provision of vehicles to LC V Chairpersons, Chief Administrative Officers (CAOs), and Town Clerks, as well as the distribution of computers to Parish Development Model (PDM) implementers and communication officers across the country.







Mr. Kumumanya also noted that preparations are underway to induct newly elected Local Council leaders following the recent local government elections.
He credited the PDM Secretariat for its role in coordinating the implementation of the Parish Development Model, revealing that approximately UGX 3.7 trillion has been disbursed directly to Ugandans.
The Permanent Secretary further reaffirmed the Ministry’s commitment to supporting the new leadership as it continues to advance decentralisation, local governance, and service.
