About LoCAL

Government of Uganda is implementing Local Climate Adaptive Living (LoCAL) with support from United Capital Development Fund (UNCDF). This is a global Mechanism whose implementation in Uganda begun in 2022 with an intention of extending for Climate Adaptation Investments at Local Level.

The LoCAL mechanism in Uganda is national mechanism for financing local climate adaptation, enabling Districts and their communities to contribute to the implementation of the Paris Agreement; climate related Sustainable Development Goals (SDGs), in particular SDG 13; the National Development Plan III; National Climate Change Policy 2015; the National Climate Change Act 2021; Uganda’s Nationally Determined Contributions (NDCs); and National Adaptation Plan (NAP) process.
The Facility is currently operating in 14 Districts of Kasese, Nebbi, Nwoya, Zombo, Kitgum, Bulambuli, Nabilatuk, Nakapiripirit, Moroto, Kotido, Agago, Koboko, Kikuube and Kiboga.

Project Objective



  • To help Local Governments (LGs) access and effectively use climate finance at the local level and thereby strengthen the LG resilience.

  • To promote the integration of Climate Change Adaptation (CCA) in LG planning and budgeting systems in a participatory and gender sensitive manner.

The project is being implemented over five years (2023 - 2028) in nine districts in the three sub-regions of Acholi, Lango and Teso in northern Uganda in the districts as clustered per sub-regio

The Facility is currently operating in 14 Districts of Kasese, Nebbi, Nwoya, Zombo, Kitgum, Bulambuli, Nabilatuk, Nakapiripirit, Moroto, Kotido, Agago, Koboko, Kikuube and Kiboga.

Project outcomes

Raise awareness and strengthen capacities for subnational climate change adaptation at both District and central levels.
Support the integration of climate change into local planning and budgeting processes and finance local adaptation interventions and investments.
Establish and deploy across the whole country an effective performance-based climate resilience grant system (financing mechanism) that can attract various sources of climate finance.

Project Sponsors

The Ministry of local Government with support from German government, through KfW development bank, is funding a €28 million project (RUDSEC) to boost rural development and food security in Northern Uganda. It works alongside a similar GIZ-run project (PRUDEV)
